Pattaya gang ‘duped foreign offenders’
Sirikorn Kumpa, 33, Sukanya Songkhuntod, 33 and Mattana Huiyai, 31 were arrested at a supermarket in Pattaya, where they had an appointment with a “victim” to get money. The men are accused of deceived foreign offenders or people close to the offenders by claiming they could get prosecutors and courts to reject cases the offenders faced – for a lot of money.
Police traced them after a woman suspected she had been duped by the gang and filed a complaint with police. The men opened an illegal law company in tambon Nongplalai of Chon Buri’s Bang Lamung. It was headed by Poonsawat Kerdkaeo, who was not even a lawyer.
Earlier, police sought war-rants against others, including Angkhana Kerdkaeo, who remain at large.

Pattaya Police Meet to Discuss Effectiveness & Efficiency
The three main speakers at the meeting were supported by Pattaya City Mayor Itthiphol Khunplome. Pattaya’s reputation as an international city was discussed, with particular emphasis on the role that the police play when interacting with tourists, particularly in respect to the multitude of languages that are spoken. An attempt to educate police and improve the quality of communication between law enforcement and the visiting foreign population was highlighted as a key improvement for future development.
The Volunteer Police were also discussed, particularly for their integral role of breaking down the language barrier which is so often encountered when tourists have any dealings with the police, particularly the Traffic Division. However, the need to further restrict the role of the Volunteer Police to a simply observational and assistance based role was targeted as a key area for the Royal Thai Police to focus and enforce. This comes after numerous complaints against the Volunteer Police who have either acted inappropriately or out of their jurisdiction and responsibility.
The Superintendent of Pattaya Traffic Division announced a new safety program that is soon to be introduced under the tentative slogan, “Look, Talk & Walk.” The program is aimed at reducing the amount of incidents whereby pedestrians are injured or killed whilst crossing the sometimes hectic Pattaya Roads. Increased safety measures have also been discussed for possible installation, including safety signs, more pedestrian crossings and upgraded traffic management systems.
Illegal narcotics and petty crimes were briefly discussed at the meeting, mainly aimed at the continued clampdown on drugs in the area. Major dealers and street “peddlers” have been the target of police investigation for the past few years with significant improvements seen in relations to a reduction in the quantity of drugs that are hitting Pattaya’s streets. Petty crimes, such as theft, muggings, minor assaults and robberies have been on the rise, with police discussions at the meeting focusing on ways of preventing these acts from occurring. A downturn in the economy along with the spread of unemployment are believed to be the major factors behind this increase.
The issue of police corruption was also discussed briefly at the meeting, focusing on implementing effective measures to monitor and subsequently discipline officers involved in corrupt practices whilst an effective management system for reports of corruption from the public will also be devised.
Note: Most of South-East Asia operates on a system of “workable” corruption whereby higher authorities turn a blind-eye to minor incidents of corruption, such as on-the-spot payment of traffic infringements, accepting the fact that police salaries are so low that this act is almost a necessary subsidy to maintain peace within the police ranks. Corruption on a larger scale, which is detrimental to the wellbeing of the general public and the country as a whole, is seen as the “cancer” that needs to be eradicated, although it is a very fine line that you draw when analysing the situation in this way. Where do acceptable corruption and a condemnable act separate?
